Introduction

According to a report from Startups.co.uk on SME Statistics for 2025 that looks into key start-up sector trends, a total of 89,515 new business ventures were formed in the UK in Q1 2025. These official statistics taken from the Office for National Statistics represents an increase of 2.8% in new business start-ups when compared with the same time period in 2024.

The main sector to see a strong resurgence in start-up activity was retail, which saw a 9.1% year-on-year increase in new businesses in Q1 2025.  This recovery has been welcomed within the sector after years of economic difficulty due to various issues, such as the after effects of Covid-19 restrictions, high cost of doing business and increasing wage costs due to inflation.

The sector which saw the next largest increase in start-up activity was administrative and support services with a 3.3% year on year increase in Q1 2025. This area includes functions such as call centres, cleaning services and office administration. The increase in demand for these types of services is part of a growing trend for businesses that want to outsource non-core functions to specialised providers.

Start-ups and individuals looking to set-up a new business can access financial support, such as grants and support in the form of expert advice, training and consultancy. Those seeking additional help before they get started and during their first 12 months in operation can access grants and support in their local area from providers such as councils, universities and enterprise support organisations.
