Introduction

According to the Royal Institution of Chartered Surveyors (RICS) Q3 Commercial Property Monitor, retail space occupancy demand has dropped by 21% in Q3 when compared with Q2 of 2025. The office space sector also saw a decline of 4% quarter on quarter and for industrial space there was a fall of 6%. 

Expert respondents in the survey have cited a number of reasons for a decline in commercial development and renovation activity towards the end of 2025 as a result of the overall drop in demand, these include the observation that UK businesses are nervous about future prospects due to the weak economy and are therefore delaying or putting decisions to expand or upgrade premises on hold. A number of businesses and developers are waiting for the outcome of the Government’s end of November 2025 Budget before making any major investment decisions. The overall development market outside of major UK cities is also perceived to be very challenging, due to a lack of available funding, high interest rates on borrowing, high build cost inflation over the past few years and a number of hurdles in place from new building regulations.

Businesses who are looking for funding assistance to renovate or expand their commercial premises can access a number of grants and loans to help with these activities. Funding is available from local authorities and enterprise support agencies in towns, cities and across rural areas. In many cases this type of funding is backed by the UK Shared Prosperity Fund (UKSPF).

What Are Some Of The Latest UK Buildings And Renovation Funding Opportunities Available?

i) Business Growth Fund
Gateshead Council in conjunction with North of Tyne Combined Authority and Sunderland City Council is running a scheme providing capital funding to businesses looking to expand or establish new operations. Eligible costs include the update of premises, such as support for improvements, expansions, or renovations of physical facilities to accommodate business growth and operational needs. Funding is also available for fit-out works, such as outfitting spaces to meet specific industry requirements and creating functional and productive environments. Funding up to £300,000 is available.

ii) Transforming Towns Programme
Bridgend County Borough Council is providing funding for commercial building occupiers and owners to enhance building frontages together with the upgrade of vacant commercial floor space in the local area to bring it back into beneficial business use. Funding up to £300,000 is available.

iii) Hotel Development Grant Scheme
Newry, Mourne and Down District Council is running a scheme that aims to support the development of new hotel accommodation across Newry, Mourne and Down District. Bids must be for at least 15 new en-suite bedrooms and can be for new or for the expansion of an existing hotel. Funding up to £300,000 is available.

iv) Durham Business Growth Grant
Business Durham in association with RTC North and UMi are running a programme providing funding to local businesses towards the cost of plant, machinery, equipment, premises and fit-out works that will enable business growth, productivity improvements and/or decarbonisation. Funding up to £200,000 is available.
Application Deadline: 31st March 2026

v) March Shopfront Grant Scheme
Fenland District Council is running a scheme where businesses can apply for funding towards the cost of external renovations or improvements to the front elevations of buildings, including shopfronts in the March town centre. Eligible works can include, but are not limited to, repairs, repainting, signage and external lighting. Funding up to £50,000 is available.

vi) Business Growth Grant
Derbyshire Dales District Council is running a scheme that aims to assist manufacturing and engineering businesses with business diversification, growth, adaptation and long term resilience. Eligible expenditure includes new equipment or technology, premises adaptations to support business expansion, specialist consultancy services and bespoke training. Funding up to £40,000 is available.

vii) Grants To Benefit Chertsey Shopfronts
Runnymede Borough Council is providing funding towards the cost of external improvements to businesses, including new shop fronts, repairs, restoration work and new signage intended to be more in keeping with the heritage of the area. Funding up to £20,000 is available.

viii) Town Centre Retail Business Fund
North Lanarkshire Council is providing funding towards the costs of eligible internal and external works and reconfiguration of ground floor vacant units in the local area to enable reoccupation, new commercial activity and support new employment opportunities. Funding up to £20,000 is available.
